In my opinion (and I've been involved with a lot of online and real world communities) you can't "build" a community and you certainly can't "manage" a community. A community, a real one anyways, is one that needs to be nurtured in the beginning and then as it grows through interaction the community members need to be given the right tools to self-manage. There are two really good books about online communities, Design for Community (Derek Powazek) and The Art of Community (Jono Bacon). I'll be honest I haven't read the second (but heard good things), the first I've read and re-read several times.&lt;/p&gt;&lt;p&gt;Some of this is my own personal bias, I hate the title "Community Manager" as it sets the wrong tone from the outset as to what it means. That isn't to say that someone who takes their job seriously (and not their title) can't do the right thing. They rep told me I had to fax them my receipt along with Name, Email, PSN ID, and Service #. &lt;br&gt;Took less then a week. Oh and when I logged into SingStar it prompted "New downloads available".&lt;/p&gt;&lt;p&gt;And those worried like me with fake accounts (as in: accounts with fake address)... it's all cool.&lt;/p&gt;&lt;p&gt;They only good that came out of this all is I discovered SingStar songs are not region locked.  So you can play songs from the UK store on US singstar discs.
